The US Senate passed a resolution recognizing Russia as a sponsor of terrorism

The US Senate adopted a resolution calling to Secretary of State Anthony Blinken to recognize Russia as a state— sponsor of terrorism.

Blinken said the day before that the consequences of the sanctions imposed on the country are almost tantamount to its inclusion in the list of sponsors of terrorism, but the State Department is studying this issue.

The July 27 Senate resolution mentions the “brute force” that Russia “used against civilians during the Second Chechen War,” as well as Moscow’s support for “separatists in acts of brutality against Ukrainian civilians in the Donbass.” since 2014, the poisoning of the Skripals (the authorities of Western countries are accused of being involved in it by the Russian special services) and the actions of the Russian army in Ukraine during a special military operation.

Recognition by the United States of any country as a sponsor of terrorism implies severe restrictions: a ban on export of goods for the defense sector, control over the export of dual-use products, financial restrictions, etc. These measures are already in place against Russia due to sanctions. In addition, by law, if a country is recognized as a sponsor of terrorism, the United States can impose sanctions against other states that maintain trade relations with it.

Now there are four countries on the American list of sponsors of terrorism: Syria, Iran, North Korea and Cuba.

In mid-April, The Washington Post, citing sources, wrote that Ukrainian President Volodymyr Zelensky asked American leader Joe Biden to recognize Russia as a country— sponsor of terrorism. A few days later, the State Department reported that they were studying such a measure.

The representative of the Russian Foreign Ministry, Maria Zakharova, then stated that Moscow would not leave such an action of an “idiotic nature” unanswered.

In the Kremlin, this call was assessed negatively. “Although, on the other hand, it is very difficult to do something that can further damage relations between Russia and America. They are already in an unenviable position,»,— Presidential press secretary Dmitry Peskov said.
